I cannot speak to your experience or that of anyone who grew up outside the U.S., but given that culture is the U.S.'s biggest export I think almost everyone across the globe has been touched by racist ideology in some way. I would be interested in the perspective of Black or non-white people living in Ireland to see if they agree with you that racism is not part of Irish culture.
