I agree with you that anyone can be a discriminate bigot, including Black people toward White people. Based on my understanding of systemic racism, it is not explicitly coded into legislation or else it would be undeniably visible to all of us. Systemic racism in nuanced and insidious because individual Black people can gain power in the system, and some use that power to uphold or even defend policies and ideoligies that perpetuate the system racism. So, respectfully, I disagree that the ability to uphold or perpetuate racist systems depends on whether or not one has been explicitly legislated power to do so. If you can provide more evidence of your claim I would be interested in case you know something I don't.
